二 | 中国石油原党组书记、董事长王宜林，中国石油咨询中心原副主任古学进都曾上当受骗，奉周显明为座上宾。周显明是吉林人，中专学历，在当地是个包工头，做过一些吉林石化的工程，他觉得如果能在中国石油攀上些关系，应该就能多揽点活儿，于是产生了到北京来拓展关系的想法。到北京后，他致力于通过各种饭局结识人脉。他常用的手段，就是把某个圈子听来的消息加工一下，再拿到另一个圈子贩卖，并且不急于利益变现，而是放长线钓大鱼。2011年6月，徐文荣被提拔到外地任职，这本是正常的组织安排，但周显明却谎称是自己找大领导帮他办成的，徐文荣信以为真。徐文荣认为自己真遇上了高人，不仅利用影响力帮周显明在石油系统揽了好几个项目，还主动将他引荐给了时任中国石油副总经理的王宜林。“他说了些国学我也不懂，但是他说认识这个领导、那个领导，这个方面我倒是挺感兴趣的，是不是能够找一些靠山。

三 | ”王宜林说。

四 | 2011到2015年，王宜林经历了两次重要的提拔，每次提拔前都找周显明打听消息，周显明像对待徐文荣那样故伎重施，一口咬定已经从大领导那里得到确切消息。“他说听到的消息，中国石油的‘一把手’非你莫属。所以你就相信他，他能够说得这么坚决的话，那他是非常有能耐的人。”王宜林说。两人交往越来越密切，经常一起出入各种酒局饭局，实际成了周显明抬高自己身份的工具。

五 | 当时徐文荣正好想调回中国石油，请托周显明帮忙。周显明于是顺势利用王宜林，请他关心徐文荣的调动。徐文荣到最后也不知道周显明是找王宜林接他回来的。周显明还借由自己开的特色食堂结交了更多中国石油中层干部，比如古学进。几年间，周显明在中国石油左右逢源、上下通吃，承揽工程项目业务额近3亿元。王宜林、徐文荣、古学进除了结交政治骗子，严重违反政治纪律和政治规矩，还都被查出存在靠油吃油的贪腐问题。目前，徐文荣以受贿罪被判处有期徒刑十四年；王宜林和古学进已被检察机关依法提起公诉。民警靠操纵车辆查验受贿百万元车托排队送钱，货车司机怨声载道在山西省运城市，不少举报信反映，车管所工作人员和一些车辆检测公司、机动车代办员内外勾结，在大货车上户、过户、年审等业务上，收取好处费为超重违规车辆大开绿灯，同时对合规车辆则拖延刁难，致使车主只得多花钱找代办员，也就是俗称的车托才能顺利办理。

六 | 运城市纪委监委和市公安局经过联合深入调查，发现果然不少货车司机都怨声载道。个人贪腐金额最大的，是查验岗民警杜娟民，他在这个岗位上短短四年时间收受贿赂达165.4万元。作为正式民警，查验车辆能不能过关，杜娟民有很大的话语权。杜娟民2019年一踏上这个岗位，就有许多车托来向他献殷勤。

七 | 车托拿着弄虚作假的车辆检验报告，到车管所办理上户、年审等手续，通过向查验民警行贿，让他顺利签字放行。杜娟民每放过一辆违规货车，可以分得两三千元。尝到甜头后，杜娟民的贪欲日益膨胀，从一开始的收钱办事，逐渐发展到不给钱就不办事。不仅不合规的车收取好处费，正常车辆不给钱也会被刁难，合规的代办业务也被迫要向他进贡。

八 | 杜娟民收钱的方式也堪称明目张胆，每到周五，就有不少车托在他办公室门外排队等着送钱。他的所作所为，连给他送钱的车托都怨声载道。

九 | 车管所存在的歪风邪气，引起了群众的强烈愤慨，接到举报后，运城市纪委监委会同市公安局进行了严肃查处。2023年8月，杜娟民被开除党籍和公职；12月，被法院判处有期徒刑四年一个月。
