E | 　　王先生称，他是南京本地人，马路上见到的自行车都没有牌照，也没听说过谁给自行车上过牌。他向同事和骑行车友谈及自己骑自行车上路因车未上牌被罚款的事，大家都觉得不可思议，纷纷表示没听过自行车要上牌，也都未给自己的自行车上牌。有人表示，南京今年1月1日起自行车不需要再上牌，交警处罚不合规，建议他去行政复议。也有人担心自己哪天骑未上牌的自行车被罚款，希望王先生替大家问清楚。　　综合王先生的阐述和他提供的罚单来看，他被处罚的原因有两个：一是在道路逆行骑自行车；二是“实施驾驶应当登记但未登记的非机动车上道路行驶的违法行为”，鉴于当事人是首次，交警针对其逆行行为只是进行了警告处罚，对于其自行车未上牌照出行则罚款50元。　　4月24日下午，南京市公安局交管局发布通报称：近日，南京一网民反映骑自行车上路因无牌被罚50元，南京市公安局交通管理局立即组成调查组开展调查：　　经查，4月9日17时46分，我局民警在中山路长江路路口执勤时，发现当事人王某逆向骑行自行车，对其逆向行驶的违法行为予以警告处罚，并对其无牌上路行为予以罚款50元处罚。　　按照2024年1月1日施行的《江苏省道路交通安全条例》，自行车不再属于应当登记的非机动车，上路无需上牌。据此，我局已撤销针对其骑行无牌自行车上路行为的处罚决定，并对当事民警追究执法过错责任。　　对此次执法暴露出的问题，我局将以案为戒、举一反三，进一步加强法制培训和执法监管，不断强化执法能力建设。感谢广大网友和媒体的监督和关注。　　（中国小康网综合南京交警、纵览新闻）。
